Eutectic solder is a combination of Silver and Copper and is generally used so that the enamel doesn't discolor when you enamel on top of it. So the answer to your question is yes.
You do realize that any and all soldering will show because it is a silver color rather than a copper color. If you don't want it to show (or want minimal silver showing) then you must be skilled with a torch.
Some people apparently can fuse copper together without solder. Should be able to enamel over that.
I am wanting to make some copper bangles but prefer a seamless bangle as opposed to a riveted bangle. Somewhere I heard that you can enamel over eutectic solder. Is this true? Will eutectic solder hold up and accept a coat of enamel over it? Any advice here would be appreciated.
